<p><strong>VP, Affordable Housing Operations</strong></p>

<p>The Vice President (VP) of Affordable Housing Operations is responsible for overseeing the entire operations of a housing community portfolio, including LIHTC, HUD, and other relevant affordable regulatory programs. As a VP, you will manage all phases of the operations, including personnel, leasing, maintenance, financial, administration, and risk management. As an offsite leader, you will supervise all aspects of the property and staff to ensure compliance with Asset’s company policies and procedures, safety and fair housing guidelines, and liability concerns. </p>

<p><strong>Essential Duties & Responsibilities</strong></p>

<p>Personnel Management</p>

<ul>

<li>Use consistent techniques & company directives to screen, hire, train, coach, and develop on-site staff</li>

<li>Ensure the effectiveness of staff through ongoing training, coaching, counseling, and guidance in compliance with Asset training benchmarks</li>

<li>Deal effectively and consistently with performance problems; document adequately, communicate with direct supervisor and HR, and terminate appropriately when necessary</li>

<li>Ensure all counseling statements, written evaluations, and salary requests are provided for review to the Regional & Senior Vice President and delivered to the Human Resource department</li>

<li>Approve all timesheets and ensure hours indicated are correct, vacation and sick time reported, and signatures available</li>

<li>Deal effectively and consistently with performance problems; document adequately, communicate with the Regional & Senior Vice President and HR, and terminate appropriately when necessary</li>

<li>Promote harmony and quality job performance of staff through support and effective leadership</li>

<li>Ensure staff compliance and consistency with Asset Living policies and procedures</li>

</ul>

<p>Financial Management</p>

<ul>

<li>Achieve the highest possible net operating income through the implementation of effective cost control and revenue & leasing improvement; identify trends and recommend strategies and adjustments</li>

<li>Make proactive recommendations to Clients and communicate needs effectively in order to maximize property performance</li>

<li>Develop yearly operating budgets/forecasts</li>

<li>Provide monthly written evaluation of income and expense line items that are significantly over budget</li>

<li>Provide Capital improvement suggestions for the future of the site</li>

<li>Monitor all proposals and contracts for large projects at sites and check work in progress</li>

<li>Monitor & maintain the timely receipt and reconciliation of deposits, rent collections, and charges to ensure submitted on a timely basis</li>

<li>Monitor expense management and procurement of services</li>

<li>Ensure property closeout is completed on time and ownership financial reports are accurate</li>

</ul>

<p>Strategic Leasing Management</p>

<ul>

<li>Develop a yearly marketing plan and utilize marketing strategies & systems</li>

<li>Provide a marketing strategy to generate rentals or for rent increases</li>

<li>Ensure staff leasing techniques are effective in obtaining closure, follow-up procedures are met, signing/documentation of leases, and reporting systems are accurate and up to date</li>

<li>Resolve resident complaints, concerns, and requests to ensure resident satisfaction</li>

<li>Develop and implement resident retention programs (i.e., resident functions, special promotions, monthly newsletter, etc.)</li>

<li>Effectively show, lease, and move in prospective residents</li>

<li>Monitor and ensure leasing compliance with applicable Affordable Housing program(s)</li>

<li>Coordinate with the Compliance team to ensure lease files, initial certifications, and recertifications are timely and accurate</li>

</ul>

<p>Administrative & Maintenance Management</p>

<ul>

<li>Prepare for physical inspections in accordance with NSPIRE standards</li>

<li>Ensure all administrative & leasing reporting is accurate, complete, and submitted on a timely basis</li>

<li>Assist with the emergency team for the property; ensure proper response and handling of all property emergencies with staff, residents, buildings, etc., within company guidelines to minimize liability</li>

<li>Manage excellent customer service and monitor service request turnaround and responsiveness of maintenance staff</li>

<li>Maintain property appearance and ensure repairs are noted and completed on a timely basis (this requires regular property inspections and tours)</li>

<li>Plan for and utilize property resources, equipment, and supplies economically (i.e., obtaining bids/pricing from vendors, suppliers, and contractors, dealing with inadequate service, etc.)</li>

<li>Give direction to and monitor maintenance, construction, and rehabilitation activities to ensure quality and expediency (i.e., “walk” units to ensure make-ready and work orders are completed)</li>

</ul>

<p>Travel</p>

<ul>

<li>This position entails travel, estimated at 5% of work time annually. Travel may be required for property visits, conferences, training sessions, or other business-related activities.</li>

</ul>

<p><strong>Education & Experience</strong></p>

<ul>

<li>Must have a minimum of 2 years’ experience with affordable housing programs, including but not limited to at least one of the following programs: LIHTC, HUD programs (Project-Based Section 8, Section 236, PRAC, 811 PRA), USDA-Rural Development (515), HCD, HOME Funds, and Bonds.</li>

<li>Affordable Housing Accreditation (e.g., HCCP, HCP-E, COS, BOS, TCS, CPO) or other applicable designations in affordable programs is preferred, but not required</li>

<li>Bachelor’s degree is preferred; relevant experience in property management operations will be considered in place of formal education.</li>

<li>Experience working as a Regional Manager in Multifamily Affordable Housing operations required, with a strong understanding of site-level operations, client engagement, and regional leadership.</li>

<li>Demonstrated success in managing teams, supporting operational performance, and fostering client satisfaction across multiple properties.</li>

<li>Familiarity with budgeting, forecasting, and reporting processes.</li>

<li>Industry certifications such as CAM, CAPS, CPM, or others are a plus.</li>

</ul>

This compensation range is specific to the State of Washington and includes the range of factors considered in making compensation decisions including but not limited to skill sets; experience and training; certifications; etc. We would not anticipate that the individual hired into this role would be near the top end of the compensation range, but that decision will be dependent on the facts associated with each specific individual’s relevant experience for the role. A reasonable estimate of the range is below.</p></div><div class="title">Washington Pay Range</div><div class="pay-range"><span>$165,000</span><span class="divider">—</span><span>$190,000 USD</span></div></div></div>
